Board Policies & Governance Handbook

Board Policies

The Southern California Regional Occupational Center (SoCal ROC) Board of Education adopts Board Policies and Administrative Regulations to provide clear direction for governance, operations, and educational programs. These policies establish the framework within which the organization functions and reflect the Board’s commitment to effective leadership, accountability, and student success.

Board Policies define the Board’s philosophy, priorities, and expectations, while Administrative Regulations outline the procedures used by staff to implement those policies. Together, they ensure consistency, compliance with applicable laws and regulations, and alignment with best practices in public education and Career Technical Education (CTE).

SoCal ROC’s policies are designed to support a safe, inclusive, and high-quality learning environment; promote fiscal responsibility; uphold ethical conduct; and guide decision-making at all levels of the organization. Policies are regularly reviewed and updated to remain responsive to changes in law, workforce demands, and the evolving needs of students, partner districts, and the community.

The Board of Education encourages staff, students, families, and community members to review these policies to better understand the governance structure and operational standards of SoCal ROC.

Board Governance Handbook

The Southern California Regional Occupational Center (SoCal ROC) Board Governance Handbook serves as a foundational resource that defines the roles, responsibilities, and operating norms of the Board of Education. It is intended to support effective governance, ethical leadership, and a shared understanding of how the Board fulfills its fiduciary and policy-making duties.

The handbook outlines the Board’s authority, governance structure, and relationship with the Superintendent, clarifying the distinction between governance and administration. It establishes expectations for professional conduct, decision-making, and collective responsibility, ensuring that Board actions are aligned with the mission, vision, and strategic priorities of SoCal ROC.

As a Joint Powers Authority providing high-quality Career Technical Education (CTE), SoCal ROC operates within a complex regulatory and accountability framework. The Board Governance Handbook reinforces compliance with applicable laws, including the Brown Act, and promotes transparency, collaboration, and respect for public input.

This handbook is a living document, reviewed periodically to reflect changes in law, governance best practices, and the evolving needs of students, member districts, and regional workforce partners. By adhering to the principles outlined herein, the Board of Education demonstrates its commitment to responsible stewardship, student success, and continuous improvement.
