Our Districts
Southern California Regional Occupational Center operates as a Joint Powers Authority (JPA), uniting South Bay school districts through a shared commitment to high-quality Career Technical Education (CTE). This collaborative governance model enables participating districts to expand student access to rigorous, industry-aligned programs while leveraging shared resources, expertise, and regional partnerships.
Through the JPA, member districts collectively guide the vision, policy direction, and fiscal stewardship of SoCal ROC. Each district is represented on the Board of Education, ensuring local priorities are honored while advancing a unified regional strategy focused on college and career readiness. This structure strengthens accountability, promotes transparency, and aligns educational offerings with workforce demand across the South Bay and greater Los Angeles region.
Students enrolled in JPA districts benefit directly from this collaboration. High school students attend SoCal ROC programs tuition-free as part of their public education experience, gaining hands-on technical skills, industry certifications, and exposure to real-world career pathways. Programs are designed in partnership with business and industry leaders to ensure relevance, rigor, and meaningful postsecondary outcomes.
For districts, participation in the JPA extends instructional capacity without duplicating costly facilities or specialized staffing. By pooling resources, districts provide students access to advanced equipment, credentialed instructors with industry experience, and pathways that might otherwise be unavailable at individual comprehensive sites.
The Joint Powers Authority model reflects SoCal ROC’s foundational belief: when districts collaborate with purpose and shared accountability, students gain broader opportunities to explore careers, develop technical expertise, and transition confidently into college, apprenticeships, military service, or the workforce.
Together, our JPA districts form a regional partnership dedicated to preparing students for today’s industries and tomorrow’s opportunities.
